My favourite level farm is Glacier Falls 16. Alternatively Zomblin Falls 1 can be played for merging 3 dragons every 10 seconds - so there's potentially 21 there with full chalices. I use silent bay 2, just be careful not to have too many life flowers as not to complete the level until you have finished with the seeds.
